  1.  Can you tell me what is the current situation with the resolution of this problem?
  2.  Are we going to be able to get the stimulus bond money described by the county at one of the meetings?

The Rob Roy Drainage District, the Village and Kane County continue to work together toward a solution. The technical committee consisting of engineer’s from the three entities has made significant progress and should be close to a final design in the next 4-6 weeks. Other representatives of the three entities, with the aid of the technical committee, are concurrently working on the low interest bond money and preparing to submit for judicial approval of the project.

 

  1. Are we going to be able to get the stimulus bond money described by the county at one of the meetings?

The RRDD and the Village have filed the required statement of interest with the County to receive the low interest loan. Every indication is that the project will be awarded the loan, but final decisions have not been made on any projects.  

  1. Is there any schedule for work to begin on extending the drain tile to Jericho Road?

All entities are working diligently with the goal of work taking place later this calendar year. There are still unknowns (some of which are outside the participating entities control), such as how long the judicial process will take, that prevent a firm schedule from being established at this time.  

  1. Will the Village contribute to the cost of this work?

The Village Board has not made a decision on whether or not the Village will contribute financially to the project. The Board will surely give it appropriate consideration.

  1. Is the Village going to vote on the final imposition of the SSA at one of the upcoming meetings?  

The imposition of an SSA is a three step process. The first step, the approval of a proposing ordinance has taken place. The second step, the approval of a establishing ordinance is tentatively scheduled for the June 15 Board Meeting. The final step, the approval of an actual levy has not been scheduled. It is likely that it will be considered sometime this fall. All of these actions must take place at a public meeting.

  1. What will happen to the project if the village board decides not to contribute financially to the project? Does this mean that the project is dead or will it proceed with the costs shifted to the other participants?

As envisioned, regardless of the financial determinations, the ultimate decision on whether or not the project moves forward will be up to the Rob Roy Drainage District as the lead agency. Potential contributors to the cost include the residents of the RRDD (which includes both the subdivision residents and the unincorporated land owners), the Village and Kane County. Contribution decisions will be made by the Board’s of each agency and any levy for the project would need to be approved by a judge. As these decisions have not yet been made it is impossible to know exactly what will happen. All three agencies continue to keep the potential financial impacts to all the stakeholders in mind as they work cooperatively together to develop and implement a solution.
